As of 1 January 2024, the Special Economic Zone for Southern Italy - Single SEZ has been established, which includes all the municipalities in the territories of the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Apulia, Sicily and Sardinia.
The Special Economic Zone (SEZ) is a delimited area of the territory of the Italian State in which the pursuit of economic and entrepreneurial activities by businesses already operating and those that will set up can benefit from special conditions in economic, financial and administrative terms, in relation to investments and business development activities, such as the recognition of tax credit for investments (Art. 16 D.L. 124/2023) to businesses acquiring capital goods such as machinery, plant and equipment or land and buildings instrumental to investment, and finally the administrative simplification involving, where provided for, a reduction in the time required for the preliminary investigation (Art. 15 D.L. 124/2023).
The eight Special Economic Zones, initially established on circumscribed territories of the individual regions listed above (pursuant to D.L. 91/2017 as amended articles 4 et seq.) referring to as many distinct administrative structures, converge into the Single SEZ for Southern Italy, with the aim of maximising the competitive impact of Southern Italy and the Islands in the international scenario.
The SEZ Dedicated Unit, set up at the Presidency of the Council of Ministers by Article 10 of Decree-Law no. 124/2023, acts as the proceeding administration for the purposes of issuing the single authorisation and is delegated the ownership functions of the Extraordinary Commissioners referred to in Article 4, paragraph 6-bis of D.L. 91/2017, converted by Law 123/2017.
In order to ensure a unified revitalisation of the productive activities of the territory of the regions concerned, Decree-Law 124/2023 provides for the identification of sectors to be promoted and those to be strengthened, priority investments and interventions for the development of the Single SEZ and the implementation methods within the three-year Strategic Plan of the Single SEZ (Art. 11) and establishes the Digital Single Desk SEZ - SOUTH OF ITALY. Digital Single Desks SEZ at the Dedicated Unit where one-stop shops already operational at each Extraordinary Commissioner and covering all the new territories forming part of the Single SEZ (art. 13) are merged. The Digital Single Desk SEZ therefore represents the single interface for the submission of single authorisation applications according to the special, simplified procedure, aimed at entrepreneurial projects relating to new investments or concerning business development located in the eight Regions of Southern Italy.
Using the general criteria that define 'investment' as expenditure aimed at setting up a new industrial, production or logistical establishment, they will be able to access the simplified Single Authorisation scheme, until the Single SEZ Strategic Plan is approved:
1) investment projects relating to territories falling within one of the areas included in the pre-existing eight regional or inter-regional SEZs, if they are consistent with the SEZ Strategic Development Plan already adopted in respect of that area;
2) investment projects relating to territories other than the areas included in the pre-existing eight regional or inter-regional SEZs, to be located mainly in industrial areas or intended for industrial and production facilities, if they are aimed at achieving at least one of the following results: construction of new plant;
For investment projects that do not have the characteristics described above, the competences and functions of the municipal SUAP of the relevant territory remain unchanged.
N.B. With regard to applications concerning Construction interventions, such interventions will only be relevant if they are strictly related to a new investment.
THE SOUTH OF ITALY DESK Single SEZ will allow the submission of projects aimed at the start-up of economic activities, i.e. the establishment of industrial, production and logistics activities within the Single SEZ by businesseses belonging to all ATECO sectors, except Trade. THE SOUTH OF ITALY DESK SEZ, moreover, will not allow the submission of projects requiring only the SCIA and applications for public-initiative projects under the Port System Authority's jurisdiction. The South of Italy DESK SEZ will continue to oversee applications pertaining to private initiative projects within the remit of the Port System Authorities.
The following Projects are NOT subject to the single authorisations (Art. 13) :

The Dedicated Unit, as established by Article 9, paragraph 5 of the Decree-Law 124/2023, replaces the extraordinary commissioners (appointed pursuant to Article 4, paragraph 6-bis of Decree-Law No. 91 of 2017), who cease to hold office.
