Regulatory reorganisation Information exchange with the Business Register and integration with the Single Communication

The link between the SUAP and the Single Communication. Computerization allows the unification of the two phases necessary for starting a business: registration in the Business Register and authorization to start operations.


The reform introduced by art. 38 indicates the operational solutions to allow the application of two general principles:

  • the Public Administration - regardless of its central, peripheral and local divisions - must be able to present itself to citizens and businesses as a "unitary whole";
  • to make the provision of services to citizens and businesses more efficient, the information held by a PA must naturally be considered available to other PAs as well. (central, peripheral and local divisions);

One of the operational solutions identified by the Regulation, concerns the possibility for companies, and their intermediaries, to use the Single Communication procedure also for submitting to SUAP the Declarations of Commencement of Activity required by the automated procedure (as defined in  Chapter III of Presidential Decree 160/2010).

In order to implement this solution, it is necessary to establish how the Single Communication procedure (ComUnica) and the SUAP Front Office are to be integrated.

Another operational solution concerns the exchange of data between the SUAP Front Office and the Business Register. The aim is to simplify the tasks of compiling the dossiers by automatically loading information already in the Register, thus reducing the burden of subsequent verifications.

At the same time, the SUAP is required to update the Register of Economic and Administrative Information (REA), contained in the Business Register, by communicating the details of the issuance of Declarations of Commencement of Activity (DIAs), notices or other acts of administrative consent, however denominated.

Following accreditation, it is the responsibility of the SUAP to adapt its IT system to collaborate with the Business Register and the ComUnica procedure.

The technical specifications for exchange will be published on the web portal and their application will be subject to periodic verification for the purposes of monitoring the functioning of SUAPs provided for in  article 11 of Presidential Decree 160/2010.
