The Single Desk IT System (SSU), introduced by Article 2, paragraph 2, letter a) of the new Technical Annex to Presidential Decree 160/2010 published in the Official Gazette on 12 November 2021, is the set of structural elements and components that enable digital communication and data transfer between the SUAP and the Third-Party Entities involved in the procedure.
The Single Desk IT System, funded by measure M1C1, sub-investment 2.2.3 of the PNRR, is a national system integrated with the National Digital Data Platform (PDND), through which data interoperability is ensured among all parties involved in the processing of SUAP applications.
The IT components of the SSU are the SUAP Front Office, which enables interaction with users submitting an application to SUAP; the SUAP Back Office, which receives the application and coordinates communications to and from the Third-Party Entities involved in the specific procedure; the Third-Party Entities Back Office, which allows public administrations involved in the process to receive the forwarded application and carry out all activities required to issue their relevant opinions where applicable; and finally, the Catalogue of the Single Desk IT System.
The SSU Catalogue, defined in Article 3, paragraph 3, letter d) of the new Technical Annex, is the shared knowledge base of administrative procedures for SUAPs, municipal offices, and other public administrations involved in the process. It includes the list of IT components and the rules for the digital exchange of information among them. All IT components operating within the Catalogue must comply with the requirements set out in the Technical Specifications referred to in Article 5 of the Technical Annex. Unioncamere, on behalf of the Chambers of Commerce and through the manager of the national IT system as per Article 8, paragraph 6, of Law 580 of 29 December 1993, develops and manages the IT component of the Catalogue in accordance with the technical specifications annexed to this decree.
