The first Simplified Logistic Zone (SLZ) established at the national level is the Porto di Venezia - Rodigino SLZ (Prime Minister's Decree of 6 October 2022), with the aim of providing Veneto with a tool for relaunching port and industrial areas for the strategic development of the entire regional economy.
Currently, the Porto di Venezia-Rodigino SLZ affects areas located within the following municipalities:
Municipality of Venice: Porto Marghera, Campalto, Murano, Arsenale, Port Area and Tronchetto;
Municipality of Chioggia: Port Area;
Polesine Municipalities: Bagnolo di Po, Bergantino, Bosaro, Calto, Canaro, Castelmassa, Castelnovo Bariano, Ceneselli, Ficarolo, Fiesso Umbertiano, Gaiba, Melara, Occhiobello, Polesella, Rovigo, Salara, Stienta, Trecenta.

SINGLE AUTHORISATION
The Single Authorisation referred to in Article 12 of Prime Ministerial Decree No. 40 of 4 March 2024 is an instrument of administrative simplification. The Single SEZ authorisation procedure, in analogy with the State guideline on SEZs, presupposes the issuance of two or more permits required for an investment project concerning economic activities or the establishment of industrial, production and logistics activities within the SLZ.
The activation of a single procedure remains the responsibility of the One-Stop Shop for Productive Activities (SUAP), which will be responsible for applying the reduction of the procedural deadlines provided for in Article 12(4) of Prime Ministerial Decree No. 40 of 4 March 2024, if the regulatory prerequisites are met.
The proposed projects must be consistent with the parameters set out in the SLZ 'Porto di Venezia-Rodigino' strategic development plan and fall within one of the following typologies:
-construction of new plant; -expansion of an existing plant or its production capacity; -reconversion or diversification of the production of an existing plant. As a result, the following are excluded from the issuance of the Single Authorisation: - interventions subject to Certified Notification of Commencement of Business (SCIA) or Communication; - individual authorisation procedures to be activated by the competent administration.
PRIOR COMMUNICATION
In relation to investment projects subject to the Single Authorisation, the relevant application must be preceded by the submission of a prior communication, accompanied by a business plan highlighting, in particular, the characteristics of the proposed projects as well as the relevant employment effects. A template summarising the minimum content is proposed here. Please note that the prior communication does NOT in any way replace the formal submission of the application and the consequent initiation of the procedure, but is only for the purpose of interacting with the Authority responsible for issuing the Single Authorisation in order to verify the characteristics of the proposed projects. If the information provided with the Prior Communication is sufficient, the competent office will indicate whether the initiative illustrated by the enterprise is subject to the Single Authorisation and whether, therefore, a formal application should be submitted through the Digital Single Desk SLZ.

Persons interested in starting a new business activity subject to the Single Authorisation can submit their project to the Front Office of the Digital Single Desk of the Simplified Logistic Zones identified by the Region by selecting the relevant municipality:
