CONAI is a private, non-profit consortium established by former Legislative Decree 22/1997, now Legislative Decree 152/2006 as amended, implementing relevant European legislation. It comprises producers and users of packaging, aiming to implement an integrated management system based on the recovery and recycling of packaging waste. The CONAI System operates in coordination with six sector-specific consortia, whose members include producers and importers of packaging and/or raw materials used for packaging production (steel, aluminium, paper, wood, plastic, and glass). 

'Producers' refer to producers and importers of raw materials intended for packaging, producer-processors and importers of semi-finished products intended for packaging, producers of empty packaging, and importer-distributors of empty packaging. 

Users refer to purchasers-fillers of empty packaging, importers of "filled packaging" (i.e., packaged goods), self-producers (who produce/repair packaging for their own products), traders of filled packaging (purchasers-resellers of packaged goods), and traders of empty packaging (who purchase packaging in Italy and resell it without carrying out any processing). 

To register, please fill in and submit the Membership Application Form, along with proof of payment of the membership fee. 

Membership of CONAI requires payment of a fee consisting of a fixed amount of EUR 5.16, plus a variable amount applicable only to businesses whose total revenues exceeded EUR 500,000.00 in the financial year preceding their membership application. The CONAI membership fee is paid only once and can be adjusted later at the Consortium member's discretion. In addition to membership, the online service enables member businesses to report subsequent changes in their registered data (occurring after joining) until membership termination. 

Membership of CONAI may also be completed through a third party, provided they have been duly authorised by the company intending to join.

Following the amendments to the CONAI Regulation approved by the Assembly on May 9, 2019:

• Agricultural companies (without turnover limits);
• Other companies that produce or use packaging, whose total revenues from sales and services did not exceed the annual amount of 500,000 euros in the last financial year closed at the time of joining, as an alternative to the methods indicated above, may join through the category association to which they belong, pursuant to art. 2, paragraph 7 et seq. of the aforementioned Regulation, in compliance with the provisions of art. 5, paragraph 5 of the Statute.
