Contribution due to the Authority for the year 2019 payable by entities operating in the electronic communications and media services sectors
The deadline for fulfilling contribution obligations is 1 April 2019.
The amount and payment methods of the contribution due by entities operating in the electronic communications and media services sectors for the year 2019, as well as the relevant instructions, are set out in Resolutions No. 527/18/CONS 527/18/CONS and No. 19/19/CONS 19/19/CONS.
By 1 April, each entity is required to submit the Electronic form “Contributo SCM - Anno 2019” ('SCM Contribution - Year 2019'). The financial information necessary for calculating the contribution due from each party must be communicated using the same electronic tools employed for communications related to the Register of Communication Operators (ROC).
Specifically, the electronic form "SCM Contribution - Year 2019" for reporting identification and financial data and calculating the contribution payable by entities operating in the electronic communications and media services sectors, is available on the web portal www.impresainungiorno.gov.it (hereinafter also the "portal") managed by the Italian Union of Chambers of Commerce, Industry, Crafts, and Agriculture.
In order to access the web portal, persons required to submit the "SCM Contribution - Year 2019" form - natural persons, legal representatives or their proxies for filling in and transmitting the form - must have the CNS (National Services Card) referred to in Article 1 lett. d) of the Digital Administration Code (Legislative Decree 7 March 2005, No. 82).
Further information regarding the CNS and its configuration can be found in the section of the website dedicated to Registro degli Operatori di comunicazione (areas Sistema Telematico Roc and Come configurare il proprio profilo or by following the instructions provided by the issuing authority.
Starting this year, access to the portal https://www.impresainungiorno.gov.it/sso/go is also allowed with SPID, the Sistema Pubblico di Identità Digitale (Public Digital Identity System), which allows you to access all online services of the Public Administration using a single Digital Identity (username, password and OTP - disposable PIN).
Please note that as of 1 January 2019, the IBAN code for the Authority’s new treasury institution has been as follows: IT 59 S 05424 04297 000000000582 c/o Banca Popolare di Bari. The contribution can be paid either by bank transfer or PagoPA.

After logging into the web portal, the SCM Contribution Form for the year 2019 is available by accessing www.impresainungiorno.gov.it/sso/go and then selecting the Agcom services.
