It is the online portal provided by the Department for Information and Publishing of the Presidency of the Council of Ministers as part of the implementation of policies to support the publishing sector. The portal allows users to submit applications for the Department’s financial support measures.
By accessing the portal through SPID, CIE or CNS during the application period, you can fill out your application using a guided process and submit it directly to the Department.

Contribution to points of sale selling newspapers and periodicals on a non-exclusive basis
With the Decree of the President of the Council of Ministers of 17 April 2025 the resources of the Single Fund for Pluralism and Digital Innovation of Information and Publishing were allocated, amounting to 82 million for 2025. In particular, Article 2 of the aforementioned Prime Ministerial Decree provided for a support measure for companies engaged in the non-exclusive resale of newspapers and periodicals, which carry out the aforementioned activity in municipalities without newsstands, a contribution, for 2025, for an amount up to €4,000, equal to 60 percent of the expenses incurred pro quota in 2024 for IMU, TASI, CUP, TARI, rental fees, electricity supply services, telephone and Internet connection services, purchase or rental of cash registers or electronic recorders, purchase or rental of POS devices and other expenses incurred for digital transformation and technological modernisation, within the limit of € 3 million, which constitutes the expenditure ceiling, in compliance with the EU “de minimis” regulation in force.
A subsequent Provision by the Head of the Department for Information and Publishing of 1 August 2025 defined the procedures for accessing this benefit.
The contribution is granted to companies operating non-exclusive newspaper and magazine points of sale:
The expenses eligible for the contribution are commensurate with the ratio between the revenues from the sale of newspapers and periodicals and the total revenues, referring to 2024, of the individual point of sale, located in a municipality without exclusive points of sale for the resale of newspapers and periodicals.
Close to the opening date for applications, the list of municipalities without exclusive points of sale, with primary and/or exclusive ATECO classification code 47.62.10, identified on the basis of the data available in the Register of Companies and updated on 8 October 2025, will be published on the Department's website.
Those wishing to apply for the contribution for 2025 can submit a specific application to the Department from 10.00 am on 15 October 2025 to 5.00 pm on 13 November 2025.
Applications can be submitted by the owner or legal representative of the company exclusively online, through a specific procedure available on the impresainungiorno.gov.itportal, subject to authentication via the Public Digital Identity System (SPID), National Services Card (CNS) or Electronic Identity Card (CIE). To access the page entitled “Sportello telematico delle misure di sostegno all’ Editoria” select from the menu “L’impresa e la PA”/“Servizi”/“Presidenza del Consiglio dei ministri - Dipartimento per l’informazione e l’editoria” (Business and public administration/Services/Presidency of the Council of Ministers - Department for Information and Publishing).
Only one application per applicant company may be submitted. The application must be digitally signed by the legal representative of the applicant company, exclusively with a CAdES signature. In the event of an error, it will be possible, for the entire duration of the application period, to submit a new application that cancels the previous one.
The aforementioned Decree of the Head of the Department for Information and Publishing of 1 August 2025 applies to the application procedures, content and documentation required for submitting an application for access to the benefit.
As provided for in Article 3, paragraph 3, of the Decree of 1 August 2025, the application is not admissible if the application of the calculation criteria results in a contribution equal to or less than € 200,00.
Finally, if the total amount of the contributions requested exceeds the available resources, a proportional allocation will be made among all the eligible parties.
The contribution is included in the income and, therefore, is paid net of withholding tax.
