What is service provision?

Service provision refers to a business activity (service) that is carried out by a self-employed person or a company, and is provided for economic remuneration.
In order to access and provide a service in an EU Member State, it is necessary to comply with a series of requirements related to a variety of different fields, such as, for example:
  • setting up a company which may have various different legal forms, such as individual company, public limited company, limited liability company, etc;
  • obtaining the necessary licenses and getting included in the Registers;
  • becoming a member of a Professional Association;
  • obtaining a Tax ID Code;
  • registering the company and enrolling workers in the Social Security System, etc.
The Service providers from Member States can chose to carry out their activities in two different ways:
  • service provision without Establishment, when the performance of the services does not need a stable infrastructure but requires the lender of services to supply its business on a temporary basis;
  • service provision with an Establishment,when an economic activity has to be carried out for an undetermined period of time, using a stable infrastructure, which may be, for example:
    • a company that has been set up;
    • a branch to be opened;
    • a subsidiary to be opened;
    • other forms of establishment: Joint Ventures, Cooperatives, Professional Partnerships, etc.
There is a wide-range of requirements for both kinds of services provision, depending on the business activity in question, the type of provision, the legal form adopted, and the geographic location where the activity has to be carried out.

The web portal

www.impresainungiorno.gov.it supports the One-stop-shop Offices to fulfill, through the internet, the services providers obligations whose competence belong to the Italian Municipalities.
www.impresainungiorno.gov.it is the National Point of Single Contact of the Services Services Directive 123/2006/EC . The portal is not yet activated, since the reform law of One-stop-shop Offices has not yet been enforced, but the Point of single contact is immediately available through a contact center where you can send an email to ask information about the provision of services that you wish to offer in Italy.

Who can contact the National point of single contact of the Services Directive?

The web portal www.impresainungiorno.gov.it is aimed at those service providers (business owners and entrepreneurs) and citizens of an EU Member State, who wish to carry out their business activity in Italy.
